Answer:
Snapm is free to use for all photographers. You can create a portfolio and list yourself on the site at no cost. If a customer wants to hire you they'll make you an offer through Snapm. If you accept their offer, Snapm will process the payment and take a 15% fee. The rest will be paid to you directly by Snapm upon completion of the job.
Snapm also offers a "Power" account which gives the photographer more portfolio albums, higher search rankings, and the ability to link to outside site and twitter. This currently costs $9.95/year.
